Biography

Carlos Arce Chora is an attorney with a strong academic background and a career focused on the intersection of law, technology, and finance. He holds a law degree from the Center for Research and Teaching in Economics (CIDE), where he graduated with honors.

Carlos currently serves as an Associate at Anker Abogados, specializing in financial and corporate law. His practice includes designing legal strategies for financial institutions, digital platforms, and FinTech startups, as well as leading regulatory processes before authorities such as the National Banking and Securities Commission (CNBV) and the Bank of Mexico.

Prior to joining Anker, Carlos led the FinTech practice at DLG Abogados, where he directed legislative reform initiatives, authorization procedures for financial entities, and public policy strategies for the payments and financial technology sector. He also worked as an Associate at the international law firm Garrigues, where he handled and coordinated multiple cross-border financing transactions, mergers and acquisitions, as well as domestic and international regulatory and corporate matters.

His career has been recognized with various public, academic and professional awards. His comprehensive approach and technical expertise position him as a rising leader in the FinTech industry in Mexico.

Recent Experience in Significant Matters

• Acted as legal advisor in a financing and M&A transaction recognized as the most important in the digital infrastructure sector in Latin America in 2023 (LatinFinance).

• Acted as legal advisor to a commercial company in securing authorization for the change of control of a Popular Financial Society (Sociedad Financiera Popular) and in obtaining the necessary authorization from the National Banking and Securities Commission (CNBV) to operate as such.

• Represented a foreign company in the acquisition of shares in a Mexican insurance institution before the National Insurance and Bonding Commission (CNSF).

• Represented, as an associate, a leading Mexican gambling and betting company in an international bond issuance.

• Advised, as an associate, an investment fund on a transaction related to the football sector in Mexico.

• Advised, as an associate, various banks on the structuring of financial transactions with several federal entities.

• Advised, as an associate, various government entities in productive public investment operations.

• Represented a commercial company in the investigation by the Federal Economic Competition Commission (COFECE) regarding the card payments market.

• Participated in the preparation of regulatory framework analysis reports for the most important financial organization in the world and for the leading one in Latin America.

• Led the drafting of a legislative and regulatory reform project related to the card payment networks.

Extracurricular Activities

Carlos is professor of Banking and Financial Law at CIDE. He has also served as an adjunct professor of Commercial Law at CIDE and adjunt professor at ITAM. He has participated as a columnist and panelist in specialized media and in legal analysis segments on national television.
