Biography

Leonel specializes in providing assistance to companies in the workplace, from individual to collective litigation; as well as in advice and consulting. He is an expert in bureaucratic litigation. In 1996, he graduated from the law degree from the National Autonomous University of Mexico, obtaining a law degree. He has completed several postgraduate degrees, such as the Harvard Negotiation Project; he has been a partner lawyer at the firms Cisneros Santos, S.C. and Hernández Torres, S.C. He is currently a partner at PBP Abogados.


Recent experience in significant matters:

  • He coordinated, among others, the liquidation of the bankruptcies of Transportes Aéreas Ejecutives, Aerovías de México, Grupo Financiero Havre and Ferrocarriles Nacionales de México.
  • As a litigator and consultant, he has advised business groups in different sectors, such as construction, banking, journalism and government.
  • As an expert in bureaucratic matters, he motivated the Supreme Court of Justice of the Nation, in an emblematic resolution, to order, for non-compliance with the Amparo Law, the dismissal of the mayor of Venustiano Carranza.

Extracurricular activities:

  • He participated for Mexico in the XVIII World Congress on Labor Law and Social Security, in Paris, France.
  • He founded the first labor competence certification body, contributing to the institutional development and implementation of the Council for Standardization and Certification of Labor Competence.
  • He is a member of the Mexican Academy of Law and Economics, A.C. and the Latin American and Caribbean Society of Economics and Law.

  • Graduated with a law degree from the National Autonomous University of Mexico, (1996).
  • Diploma in Labor Law and New Labor Relations from the Law School of the National Autonomous University of Mexico (UNAM) and the Conciliation and Arbitration Board of the Federal District, (1993).
  • Diploma in Public Speaking and Communication from the Free Enterprise Research Center, A.C. (CISLE) and Vox Spei, A.C (1995).
  • Diploma in International Labor Law from the Faculty of Law of the UNAM and the International Labor Organization (ILO), (2003).
  • Diploma in Judicial Law and Protection from the Association of Judges and Magistrates of the Judicial Power of the Federation, (2004).
